Edward was born c1700 and is likely the oldest son given he is first named in will, receives biggest bequests, and is executor.

The father was married to an Elizabeth. Elizabeth died 1738-1739 and was not buried in Tetbury.
The father was likely a tailor or in a related industry, given the family trade,.

No obvious burial record exists for an Elizabeth in Gloucestershire 1738-1739.

Notes: Edward Bailey (or Bayly) was a prominent tailor in Tetbury, regularly featuring in records related to the management of the town (D 566, Gloucestershire Archives).
In 1725 Edward signed a petition to use money to build an extension to the Market House
In 1735 he appears as the Tetbury’s Carnals Officer (responsible for quality of meat), Ale Taster (responsible for quality of ale) and served on Court Duty
In 1737 he was Wardsman of the Court
He again appears as Ale Taster in 1739, in addition to being Constable of the Court
In about 1745 Edward Baily promised 10/6 Subscription for a new Engine for ye use in Tetbury
He again appears as Constable of the Court in 1749, in addition to being Surveyor of the Tetbury Highways
He appears on the Court Leet in 1746, 1754 and 1762

As the town’s tailor he also took on several apprentices. Tetbury’s accounts show that he received payments, around 1735 of:
1s 6d for making Lidia Smith's gown
1s 6d for making Sharp's gown
4s 6d for making Smith's boy two coat

It has not been possible to conclusively identify Edward’s parents: Edward the tailor was of similar age (born c 1700) as Edward the pig dealer (born c 1687) - both of whom lived in Tetbury. While later records clearly differentiate between the two of them by referencing their trades, possible baptism records and mentions in wills do not do so.

The will of Ann Kemble of Cricklade (dated 1701) makes bequests to Elizabeth, wife of John Baily, tailor of Highworth. Given most of the other relatives in the will are of Tetbury or the surrounding area, this is a connection worth exploring further.
